LEGAL NOTICE NOTICE OF PUBLIC BUDGET HEARING, VOTE AND ELECTION GREENE CENTRAL SCHOOL DISTRICT NOTICE IS HEREBY GIVEN that a Public Budget Hearing of the residents of the GREENE CENTRAL SCHOOL DISTRICT, qualified to vote at school meetings in said District, will be held in the Auditorium of the Middle School/High School Building, 40 South Canal Street, Greene, New York, on Monday, May 8, 2023 at 6:00 p.m. where there shall be presented the proposed School District budget for the following school year as is authorized by Education Law. NOTICE IS ALSO GIVEN that the vote upon the appropriation of the necessary funds to meet the estimated expenditures, or for any propositions involving the expenditure of money or authorizing of levy of taxes, as well as the election of members of the Board of Education shall take place on Tuesday, May 16, 2023, in the Lobby of the Auditorium of the Middle School/High School Building, 40 South Canal Street, Greene, New York, between the hours of 11:00 a.m. and 8:00 p.m. The voting scheduled for Tuesday, May 16, 2023 shall be by paper ballot. NOTICE IS ALSO GIVEN that a copy of the statement for the amount of money which will be required for the ensuing year for school purposes shall be completed seven (7) days before the budget hearing and may be obtained by any resident of the District at each schoolhouse during the period of fourteen (14) days immediately preceding the annual meeting and election, except Saturdays, Sundays, or holidays, between the hours of 7:30 a.m. and 3:30 p.m. NOTICE IS ALSO GIVEN that Petitions nominating candidates for the office of member of the Board of Education must be filed with the Clerk of the District at the District Office between the hours of 7:30 a.m. and 3:30 p.m. and not later than 5:00 p.m. on Monday, April 17, 2023. The following vacancies are to be filled: A three-year term ending June 30, 2026 presently held by Nicholas Drew. A three-year term ending June 30, 2026 presently held by Douglas Markham. Each Petition must be addressed to the Clerk of the District, be signed by at least twenty-five (25) qualified voters of the district, shall state the residence of each signer, and the name and address of the candidate. Vacancies upon the Board shall not be considered separate specific offices. The candidates receiving the highest number of votes at the Annual Election shall be elected to the vacancies. Nominating petition forms are available by contacting the District Clerk at (607) 656-4161 between the hours of 7:30 a.m. to 3:30 p.m. Monday through Friday, except holidays. PLEASE TAKE FURTHER NOTICE, that any proposition that is required to be included for vote should be submitted in writing by means of a Petition signed by at least twenty-five (25) qualified voters stating the residence of each signer, which Petition shall be filed with the Board of Education not later than thirty (30) days before the date of vote set forth in this notice unless a greater number of days is required by statute. Any Proposition may be rejected by the Board of Education if the purpose of the Proposition is not within the powers of the voters or where the expenditure of money is required for the Proposition and such Proposition fails to include the necessary specific appropriation. ABSENTEE BALLOTS: Applications for absentee ballots may be applied for at the Board Clerk’s Office/District Office, 40 South Canal Street, Greene, New York or by calling (607) 656-4161 between the hours of 7:30 a.m. and 3:30 p.m. Monday through Friday, except holidays. Completed applications must be received by the District Clerk at least seven (7) days before the vote set in this notice, if the ballot is to be mailed to the absentee voter, or the day before the vote if the ballot is to be delivered personally to the absentee voter. Absentee ballots must be received in the office of the Clerk of the District not later than 5:00 p.m. on the day of the vote. MILITARY BALLOTS: Qualified voters of the District may apply for a military ballot by requesting an application from the District Clerk at the Board Clerk’s Office/District Office, 40 South Canal Street, Greene, New York or by calling (607) 656-4161 between the hours of 7:30 a.m. and 3:30 p.m. Monday through Friday, except holidays. Valid applications for military ballots must be received by the District Clerk no later than 5:00 p.m. on the day before the last date for transmission, twenty-six (26) days before the regular election, or Thursday, April 20, 2023. In a request for a military ballot application or ballot, the military voter may indicate their preference for receiving the application or ballot by mail, facsimile transmission or electronic mail. The School District will transmit military ballots to military voters on Friday, April 21, 2023. Completed military ballots must be received by the School District by 5:00 p.m. on Tuesday, May 16, 2023 in order to be counted. A list of persons to whom absentee voters’ ballots have been issued shall be available for public inspection during regular office hours, which are between the hours of 7:30 a.m. and 3:30 p.m. Monday through Friday, except holidays. Any qualified voter may, upon examination of such list, file written challenge of qualifications of a voter of any person whose name appears on such list stating the reasons for the challenge. Such written challenge shall be transmitted by the Clerk or designee to the Inspectors of Election on the date of vote set forth in this notice. QUALIFICATION OF VOTERS: A person does not need to be a registered voter. To qualify as a voter within the Greene Central School District, a person must fulfill the following requirements: 1. Be a citizen of the United States of America. 2. Be at least eighteen (18) years of age on the date of the school district election. 3. A resident within the School District for at least a period of thirty (30) days next preceding the date of a scheduled vote. (Legal residence is determined by the fixed and permanent home of the voter. Property ownership alone does NOT equal residency. Ownership of real property alone does not qualify an individual to vote in the election of that district.) No person shall be determined ineligible to vote by reason of race, creed, color, or sex, who has other qualifications in this section.
